Mott Avenue is the commercial spine and the busiest crossing point, with buses, the terminal station and heavy foot traffic. Beach Channel Drive runs along the bay side with long uninterrupted stretches. Central Avenue and Nameoke Street carry the local traffic. Seagirt Boulevard runs toward Nassau. The Rockaway Freeway beneath the elevated A line adds the visibility problems that structure always brings.
Distance is the local factor. A trip from Far Rockaway to central Queens is thirty or forty minutes, so drivers here are frequently at the end of a long run, and passengers are more likely to be traveling for medical appointments than for errands.
What the Meter and the App Remember
Very little about a licensed trip is undocumented. Metered and app-dispatched trips record when the trip began, where it started and ended, the route taken and the fare, and many vehicles now carry cameras and telematics on top of that. Independent of the vehicle, the city's Vision Zero open data portal lets collision patterns on a given corridor be checked against the specific claim.

The driver is rarely the only party who answers for a taxi collision. Owners, leasing agents and dispatch bases all sit behind the driver, and each may carry its own coverage and its own obligations. Vehicle and Traffic Law §388 makes an owner responsible for negligent operation by a permitted user, which is why the registration record is requested at the outset.
What to Do in the First Week
- Get medical attention. St. John's Episcopal Hospital on 327 Beach 19th Street is the nearest emergency department, and records created early carry far more weight than a later reconstruction.

- Whoever was waiting on the sidewalk generally saw more than either driver did. Their name and number is worth more than a plate number.

Regulation has a side benefit for injured people: it produces records. License status, enforcement history and the base a driver works through are all traceable, and the driver's motor vehicle record comes out in discovery alongside them. The New York City Taxi and Limousine Commission publishes its TLC rules, which set out what a licensee is required to do and therefore what a failure looks like.
