Cross Bay Boulevard is effectively the entire road network — a fast, straight route between two bridges with residential side roads joining it at right angles. The numbered roads on either side are narrow, short and end at the water. Anyone turning from a side road onto the boulevard is entering a stream of traffic that has just come off a bridge approach at speed, and the sight distance in both directions is longer than the time available suggests.
